This is the subject of a major argument about copyright (with a lawsuit), about copying a popular artist, and about an artist extending a common technique to its very limits.
Almost any hot glass artist who wishes can make bowls and roundels that are very similar to that part of Chihuly's work. I can aim you at two in the Dallas area that do. There are a couple of notorious guys who work to make their work as exactly like Chihuly's work as possible.
What makes Chihuly's unique and costly is the huge size and the carefully coordinated arrangements of several related pieces (like bowls nested or beside each other) and the layers of color, most often on a mottled white inside with added colors picked up and threaded around as well as the classic contrasting lip wrap.
Even if a glass artist does not usually produce stuff like Chihuly's, if you visit his studio or gallery, you may find something similar that will satisfy you.
