I think the beef wellington is offered on the gourmet buffet nights (Friday and Saturday) but they probably also rotate their offerings. I've been to the gourmet buffet three times, and really only remember seeing once, possibly twice. I have seen a variety of other offerings at their carving stations, including venison, kobe beef and lamb chops, but they usually offer about 5-6 meats on the carving stations.
The last time I was there was June. Your best bet would be to call them to see if they have a schedule or listing of items on the buffet - usually that might only be available on the day of the serving, but they might be able to tell you if/when that might be available.
If you are dying for it, most restaurants will make anything you want provided they have the ingredients. They will set the price and you should be prepared to pay it without haggling. You might try calling one of the better steak houses or your favorite and ask them if they would make it for you. you would have to make a reservation. It also might take a bit longer to prepare to order.
